Two Mulgraves, one suburb

Mulgrave is unusual. It's one of the few Melbourne suburbs split into two separate areas, a result of parts of the suburb being renamed Wheelers Hill in the late 1990s. Neither part uses an "East" or "West" label. Wherever you are, the rules are the same: all of Mulgrave is in the City of Monash, and we service both parts.

The suburb's name has a long history. It comes from Mulgrave Castle in North Yorkshire via the Earl of Mulgrave, Governor of Victoria from 1879 to 1884. The Monash Freeway was originally called the Mulgrave Freeway.

Established homes and the Waverley Park estate

Mulgrave's housing isn't all one era. Much of the suburb is established housing, while the former Waverley Park football ground has been redeveloped by Mirvac for residential housing since 2002. The heritage-listed remnant of the grandstand and the oval remain at Stadium Circuit.

At the 2021 Census, 83% of Mulgrave's dwellings were separate houses and about 16% were semi-detached, terrace or townhouse dwellings. Around four in ten homes had four or more bedrooms.

What Monash expects before a crossover is built

Mulgrave is covered by the City of Monash's vehicle crossing rules. Any new, altered or removed crossing needs a Vehicle Crossing Permit. That permit is separate from any building or planning permit, so a planning approval for a new home or unit doesn't cover it.

The practical points for Mulgrave homeowners:

  • Width limits: Monash's standard crossing is 3 metres wide, with a maximum of 3.5 metres.
  • One crossing: one vehicle crossing per residential property.
  • Street trees: excavation has to stay 4 metres from the base of a street tree. Mature street trees can shape where a crossing can go.
  • Street furniture and corners: keep 1 metre from street furniture and at least 9 metres from a street corner.
  • Application pack: a site plan and at least five photos. Monash also recommends a traffic management plan and public liability insurance.
  • Timing: allow up to 10 working days for assessment. The permit is valid for six months.
  • Inspection before pouring: once excavation is done, the crossing is inspected before concrete goes in.
